Introduction

The early childhood years are a critical window for child development, with more than one million neural connections forming every second. These foundational years shape a child’s lifelong learning, cognitive abilities, emotional well-being, and social skills. Yet, in India, millions of underprivileged children face a “development deficit” due to poverty, malnutrition, and limited access to quality early learning. Early Childhood Care and Development (ECCD) programmes are one of the most effective economic equalisers for vulnerable children to help them overcome these deficits.

The Need in Rural Tamil Nadu

In many parts of India, Anganwadi centres under the ICDS scheme are the main providers of early childhood care and education for underprivileged children in urban slums, rural and tribal areas.

Some challenges include:

  • Limited awareness among parents and caregivers about the importance of early stimulation and brain development.
  • Prevalence of malnutrition and developmental delays among young children.
  • Insufficient focus on antenatal and postnatal care, impacting maternal and child health outcomes.

​These challenges highlight the urgent need for community-driven interventions – like ours – that empower parents, strengthen early learning environments, and ensure every child receives the support necessary to thrive.

Our ECCD Initiative: Vision & Approach

Bala Mandir Research and Resource Centre (BMRRC) works across low socio-economic communities to promote positive parenting practices and holistic early childhood development programmes, ensuring every child has an equal start in life.

Launched in 2014 as a CSR initiative with the support of Michelin India Private Limited, our flagship Early Childhood project has evolved into a comprehensive, sustainable model serving rural Tiruvallur District. Our mission is to empower families and create lasting, positive outcomes for children’s holistic development.

Key Objectives:
  1. Enhance the quality of early childhood stimulation and pre-school education in Anganwadi Centres.
  2. Build parental and caregiver capacity in parenting, child development, and brain stimulation.
  3. Improve antenatal and postnatal care practices through targeted education and counselling.
  4. Strengthen the skills of field staff and Anganwadi Workers to deliver impactful ECCD services.

Our Model in Action

Morning: Anganwadi Engagement

Our trained field staff provide daily support to Anganwadi Workers by demonstrating and conducting structured, play-based educational activities. Our curriculum is anchored in the internationally recognised and field-tested “Learning Through Play” Calendars. Combined with the ICDS syllabus, this approach supports holistic development across five key domains: Sense of Self, Physical, Relationships, Understanding, and Communication.

In addition to daily engagement, BMRF conducts bi-annual centre-based child assessments using its proprietary ‘Child Observation Record (COR)’ tool. This enables us to systematically track and monitor each child’s developmental progress, engage and communicate with parents about their child’s needs, and provide targeted support and additional stimulation where necessary.

Afternoon: Home Visits
In the afternoons, our field staff conduct door-to-door visits, offering parents and caregivers practical guidance on positive parenting and brain stimulation. They provide targeted counselling to pregnant and lactating women on antenatal and postnatal care, and individualised support for developmental concerns. All messages are delivered using our indigenously developed, low-literacy early childhood materials. A key component of these visits is the early identification of children with special needs, ensuring timely referrals to early intervention centres for further evaluation and support.
Community Engagement
Community engagement is central to the success and sustainability of our ECCD initiatives. Active participation not only increases awareness but also drives attitudinal and behavioural change, fostering true community ownership in children’s education and development. BMRRC conducts quarterly Information, Education, and Communication (IEC) sessions in each village, covering a wide range of parenting and child development topics, such as Brain Development, Power of Play and Parenting Skills. In addition to sessions for the general public, we offer targeted workshops for fathers, pregnant women, and adolescents, addressing key parenting and child development topics relevant to each group.
Capacity Building
BMRF conducts regular training and capacity building programs for both Anganwadi Workers and our own field staff. These training sessions cover a wide range of holistic parenting and early childhood development modules, with a strong focus on practical applications. Topics include the miracle of brain development, the power of play, and strategies for fostering school readiness, equipping staff with the skills and knowledge to nurture every child’s growth.

Project Scale

To amplify our social impact and deepen community empowerment, the project has expanded significantly – from an initial 15 villages to now encompassing 97 villages within Ellapuram block in Tiruvallur District. This strategic, phased scaling reflects our commitment to strengthening parenting practices, enhancing early childhood care and education, and fostering inclusive, nurturing environments for young children and their families.​

Project Impact

Our programme has transformed Anganwadi Centres into vibrant hubs of early learning and empowered parents and caregivers with essential knowledge for holistic child development. The ECCD model has consistently delivered strong, measurable outcomes:
  • Cognitive Development: Children in the programme showed 25% higher recall abilities in memory tests compared to non-participants.
  • School Readiness: 85% of participating children demonstrated improved literacy and numeracy skills upon entering primary school.
  • Parental Awareness: Focus group discussions revealed a 70% increase in parents’ understanding of developmental milestones and positive parenting practices.
  • Community Engagement: Reports indicate a 50% increase in fathers taking on active caregiving roles, challenging traditional stereotypes.
